He began his production career with G.B. Samuelson and later joined Paramount British to work on The Officer's Mess. In 1932, he moved to British Lion to assist his older brother Sam as assistant director on films such as The Frightened Lady, The Calendar, Whiteface, There Goes the Bride, Sally Bishop, The Ringer, and King of the Ritz. Herbert made his directorial debut in 1930 with titles including On the Air, In Town Tonight, Soft Lights and Sweet Music, Calling All Stars, It's a Grand Old World, Leave it to Me, He's Got Everything, and in 1938, I've Got a Horse, Around the Town, Home from Home, followed by All at Sea in 1939. By then, he was the production supervisor at Beaconsfield Studios. Known for often omitting his name from credits, many films he oversaw as Executive in charge of Production at Denham Studios, such as Henry V and Hamlet starring Laurence Olivier, went uncredited. Numerous other films remain unlisted here.
In 1956, Sidney Box approached Herbert to create a film about the emerging Rock 'n' Roll scene, resulting in The Tommy Steele Story, featuring Lionel Bart's first movie score. Herbert continued with Six-Five Special (1958), showcasing the era's top pop stars. His final film was Too Young to Love (1960), starring Thomas Mitchell.
