Hans-Dietrich Genscher was raised as the son of lawyer Kurt Genscher and farmer's daughter Hilde Kreimein in Reideburg, later relocating with his family to nearby Halle in 1933. After completing high school in Halle, he was conscripted in 1943 during World War II as an anti-aircraft assistant. He subsequently served in the Reich Labor Service and returned to military duty in 1945. Briefly held prisoner by American forces, he was released and returned to Halle shortly after the war ended. Initially, he worked as an unskilled laborer while earning his high school diploma in 1946. Over the next decade, Genscher battled tuberculosis, requiring frequent hospital stays, while simultaneously beginning his law studies in Halle, later continuing them in Leipzig. After passing his first state law exam, he trained as a court clerk in Halle from 1949 to 1952. Following the establishment of the Federal Republic of Germany and the German Democratic Republic, Genscher moved to the West, completing his studies at the University of Hamburg in 1954 with the second state law examination.
Genscher’s political journey began in 1946 with his membership in the Liberal Democratic Party, leading him to join the FDP in West Germany in 1952. Alongside his legal work in Bremen, he engaged with the local Young Democrats starting in 1954. From 1956, he devoted himself fully to politics, initially working for the FDP parliamentary group in Bonn, serving as its managing director from 1959 to 1965. Concurrently, he was the party’s federal manager between 1962 and 1964. Genscher entered the Bundestag in 1965 representing the FDP and acted as his party’s parliamentary manager until 1969. In 1968, he was appointed deputy party leader. Under Willy Brandt's social-liberal coalition government, Genscher headed the Interior Ministry from 1969 to 1974, then served as Foreign Minister under Helmut Schmidt from 1974 to 1982.
During his 18 years as Foreign Minister, Genscher fostered ongoing East-West dialogue, personalizing détente policies. He championed the development of the European Community as a step toward European unification. Following Mikhail Gorbachev’s rise to leadership in the USSR, Genscher strongly supported reform efforts, helping to shape détente and reconciliation policies. Alongside Chancellor Helmut Kohl, he played a pivotal role in the transformative events of autumn 1989, which transitioned from the GDR’s deepening crisis to mass emigration and ultimately the fall of the Berlin Wall. He laid the diplomatic groundwork for German reunification through extensive negotiations with European neighbors, the USA, and the USSR. Central to achieving unity was Germany’s integration into Europe, whose political union Genscher actively promoted.
On May 18, 1992, Genscher voluntarily stepped down as Foreign Minister, succeeded by Klaus Kinkel. Throughout his foreign policy career, he emerged as a leading figure within his party, serving as federal chairman of the FDP from 1974 to 1985, succeeding Walter Scheel. During the 1982 elections, he significantly influenced the party’s “turnaround,” shifting FDP alliances from the SPD to the CDU/CSU. In 1992, Genscher was named honorary chairman of the FDP. He accepted an honorary professorship in political science at the Free University from 1994 to 1995. In 1999, he returned to legal practice with the Büsing, Müffelmann and Theye law firm in Berlin. The following year, he became managing partner of Hans-Dietrich Genscher Consult GmbH, providing expertise on international, European, and foreign trade matters. Although he remained an active voice in public debates, he no longer sought political office.
Genscher received numerous honors for his contributions to German and European unity. In March 2005, he was awarded the Radio Rainbow Award in Karlsruhe alongside Kohl and Gorbachev. He also received the Marion Dönhoff Prize in 2014 and the European Culture Prize in 2015.
Hans-Dietrich Genscher passed away on March 31, 2016, in Wachtberg-Pech.
