Victor Velasco is a Venezuelan writer and director based in Los Angeles, known for a strong visual voice and character-first storytelling.
His short films have screened at over 40 international festivals, including Oscar-qualifying Sitges, Cleveland, and Interfilm Berlin. "Spoon" won Best Screenplay at Horrible Imaginings and was acquired by Canal+. "Shinobi", starring Maximiliano Hernandez (Avengers: Endgame), premiered at Cleveland and was featured in Director's Notes. Victor received the Honorific Award at USA Film Festival, was a top 10 finalist in Adobe's 2024 From Minutes to Movies ShortFest, won the 2022 Musicbed Challenge, and took part in Tomorrow's Filmmakers Today, sponsored by Warner Bros. Discovery and the Hollywood Press Association.
He also works as a motion-graphic and VFX artist, collaborating with Netflix, Universal Music, Def Jam Records, Nike, Oakley, and Marvel, and with artists including Lil Wayne, Snoop Dogg, Elton John, and Karol G.
He is developing his feature debut, "I Have Wings But I Cannot Fly", about a single mother whose son begins turning into a bird. The proof-of-concept short won the NewFilmmakers LA New Narratives Grant and was produced through the Latino Film Institute Inclusion Fellowship, founded by the Netflix Fund for Creative Equity. It premiered at LALIFF 2025.
